  • What projects are obligatorily written up for the progress of a development and what is each one made up of?

As a general rule, a building project is written up and is done in two stages:

Basic Project
This project establishes the definitive design for the development and has the plans for the position of the floors, including furnishing and dimensioning, and elevations and sections for the building. It has basic specifications for the surfaces of each unit as well as a first draft of the projected costs. With this first project, you can now ask for Building Permission and we now have an exact idea of the development. However, this project is not enough to be able to carry out the building work as it is still missing some very necessary data and plans.
If the developer thinks it convenient, before the basic project, they may draw up a previous project where a design is drafted as well as some basic directions. This can be useful to see if the idea of the architect and that of the developer are in agreement.


Project of Execution
In this project the details are added to the previous one, taking into account detailed plans of the building of the property such as structure plans, installation plans (for plumbing, electricity, etc.), plans of details for carpentry and the details of construction and finishing. As annexes to the main document there are specifications justifying the compliance with the regulations (this justifies the compliance of the structure with legal requirements and that all installations are in line with existing regulations, etc.). This project already incorporates a measure on each of the parts that go to make up the whole of the construction as well as an evaluation of each one of them. This quotation, along with the building specifications draw up by the developer is what allows the constructor to put a price on the works.
Within the project are included, where it is convenient, all the projects for the different installations (plumbing, telecommunications, electricity, air conditioning, etc.).

The Project for the End of Construction is not a compulsory report but it is usual to summarise all modifications that, during the process of construction, have been made in relation to the Basic and Execution Projects.

For certain terrains, before applying for a permit based on the basic project described above, there must be compliance with some previous actions. It may be necessary to draw up some other types of project such as detailed studies, urbanization projects, partial plans, etc. All these projects are to establish the future conditions of the terrain under construction, providing the necessary infrastructures (streets, sewers, water, electricity, etc.) so that, once the construction has finished, all the buildings may have the services they need.
